Land and other real estate purchases by non-citizens

Smart City Scheme and Property Development Scheme

Subject to conditions, non-citizens with an occupation permit, a permit for permanent residence, or a resident permit are able to buy one serviced plot of land in the Smart City Scheme and Property Development Scheme (PDS) up to 30 June 2026 as opposed to 30 June 2024.

Non-citizens purchasing a property in a PDS

Non-citizens will be granted a residence permit upon purchasing a property in a PDS project related to senior living as long as (i) the purchase price exceeds USD 200,000 and (ii) the non-citizen is over the age of 50. Non-citizens will be permitted to purchase residential property under the sustainable city scheme. Under the Sustainable City Scheme, the non-citizen and his family will be given a resident permit upon purchasing real estate for at least USD 375,000.

Outside of currently-existing programmes

Non-citizens who are residents of Mauritius may purchase residential property outside of currently-existing programmes (including the smart city programme and the property development programme), but only under certain circumstances, such as the payment of a 10% additional registration fee.

LOCAL REAL ESTATE

The Home Ownership Scheme (reserved for Mauritian Citizens) will be extended to 30th June 2024, applicable to the acquisition of a property purchased between 1st July 2023 and 30th June 2024. There will be a refund of 5% up to Rs.500,000 for any eligible person buying a house, apartment, or bare land to build his residence.

If the property has been bought under VEFA (Sale in future state of completion), the refund will be made in respect of the amount paid by the purchaser under the VEFA agreement up to June 2025.If a property sold off plan has been subject to a reservation on or before 30 June 2024, this scheme will apply provided the Deed of Transfer is signed and registered not later than 30 June 2025.

The Home Loan Payment Scheme will be extended for another year in respect of loans contracted during the period 1 july 2023 to June 2024. Under that scheme, a refund of 5% of the loan amount up to a maximum of Rs 500,000 is applicable to a person contracting a secured housing loan to build his residence. Amounts of loan disbursed up to 30 June 2025 will qualify under the Scheme.
